I think more often than not it's the valve that causes the problems. The valves do come apart easily and you can try to service it. Have to be careful though, the plastic can get a bit brittle with age. I broke one of the barb fittings trying to get mine out. The actuator cable was fine on mine.

First picture shows valve lever which is hard to move

The part you need to look for will require some bilge diving. Down in the bottom of the bilge there will be a hose with an inline, likely black valve with cable attached. This is the part that needs to be checked out. You can start by just disconnecting the cable from the valve and if the lever then moves easily, you know it's not the switch or the cable. Getting the valve out may be a royal pain because of where it is and the hoses are probably tight, but I suspect this is the part you need to get after.

Not sure about whether or not you need to remove gas tank. Someone will be along to guide you....

You will have to remove the gas tank!
You will have to empty but after that the tank comes out very easy. At least it did on my 1995 171 . Everything is right there .

Reggie, I'll look today and let you know about the horn. The bilge pump is under the gas tank and unless someone has installed an auto on switch don't think it will come on automatically, I have to turn mine on every time I want to empty the bilge.
My horn is located up under the driver console on the right side .

Auto bilge pump was an option and used a separate pump from the manual bilge pump.
Does the live well drain switch control water coming in and out of livewell?
If set to closed position, livewell will not recieve water, or drain out water already in livewell?
