1998 201 pro elite leans terrible

My cousin has a 1998 201 elite.just bought it.He has
been complaining of a lean so i went with him,thinking
he was just experiencing the normal torque.NOT..I drove
it and it sucks.Soon as the front drops on take off it leans
terrible to the left side,the passenger is noticeably lower
then driver.once trimmed above 40mph its pretty level,
if you tuck the motor at all it drops right back down.Makes
rough water tough,left side just beats.what could be causing
this?I weigh 40lb more then him and don't matter,35mph
or less shrarp left turn and the rub rail is on the water from
the seat on back.225 johnson,trophy prop 4" below.i even
took EVERYTHING out of the boat and it will do it even with
no passenger but not as bad.Any ideas?ok boat if conditions
allow you to mash gas and trim her out,anything less sucks.
