My boat is similar to yours 18'9" my motor is similar 2013 E-tech150 HO which actually has around 165 horsepower. I also have duel shallow water anchors except mine are Talon's. My 24 Raker II sucks big time out of the hole. I had Mark Croxten change the vent holes so they are just like PVS holes. I need to play with plug size but have yet to do it. Once on plane mid range is great and wide open is excellent. It just does like the added weight of twin Talon's on the hole shot.
I run an original 24 Raker...rpm, speed, handling and everything else is almost identical as my 24 Raker II. However the 24 original Raker has a much better hole-shot. My original 24 Raker was sent to Mark and he cleaned it up and put all the blades back into specs. As for now I am somewhat happy with my original 24 Raker. In the future I may try Marks Razor or Razor XL.

I have a 250 on a phoenix and I can tell you that on the M2 Lower unit on my 250 marks Razor 3 has been the best prop I have tried. The fury was second, tempest 3rd, TXP 4th, raker II last. Original Raker worked by Mark on the Lightening two I had was unbelievable but it didnt last long so I got stuck with the club foot and Marks Razor got almost all of my lost speed back.
