One ofmy best friends picked up his Ranger that was repowered with a new 200 Pro XS sn 3b429260. Should the Primer bulb be left in place from his Optimax. I have not seen another V8 with a primer bulb.

No primer bulb for the V8 4-stroke. Mercury has stated it doesn't hurt for it to be there, but to NOT pump it.
If it were me, I'd remove it.

Just curious because I know nothing about the merc 4 strokes but without a bulb if the user runs boat out of gas will the fuel pump reprime the engine after refilling tank?

DON'T run it out of fuel. Doing so is BRUTAL on the fuel pumps and though they may be able to prime the system, the system tends to air-lock during the attempt until it's run for a while.
