Suggestions of removing scuffs

Bought a new boat that was out of state. Dealer shrunk wrap the boat in that heavy white vinyl material and I had a transporter bring it to me.
After removing the wrap, above the rub rail, mostly on the sloping part before it gets flat on the top cap, there are so many scuffs.

You can't feel them and have to look down the side of the boat to see them.

I tried 3M rubbing compound and the scuffs won't budge.

Any ideas?

a good buffer should do the trick. Might try a little more agressive compound.
