IMO, any rod that works as a drop shot rod works very well with ned rigs.

I just bought the 5’10” ZMAN Ned rod. Looks like it could be the ticket for Ned’s.
Not much back bone to it but is was designed after Ned’s original rod he used.
My primary is an NRX 822. It is a shakey head rod, but a light one. I use an NRX 823 for shakey heads. The 822 works well for Neds.

Under $100 I’d suggest a Fenwick Eagle, BPS Fish Eagle, Falcon BuCoo, or a used St Croix Mojo

Ned would use a cheap rod, kind the point of this rig. Any ml or medium spinning rod will work.
Shimano Clarus 6'6" ML (CSS66MLE) - $90 - have caught thousands of Ned bass with these.
I have a Lews KVD ned/ds. rod. Decent rod for your price point. I've been happy with mine.
Dobyns Fury fs 702 is what i use & like it.
Took my grandson as a fishing partner last year. His first time ever fishing for him since I took him when he was a 7 year old. He used a 20 year old medium 6 1/2 ft. spinning rod and outfished me.

Caught my biggest ned fish the very first day using it. The rod was Berkley cherrywood HD that I found on the edge of a lake with a broken tip. Was my first spinning combo and fished like a 6'6" MH rod. Have since upgraded but it really doesnt take much. I seldom fish over 1/10oz heads.
I throw mine on a Diawa Tatula that I got for $100. The Bass Pro Carbon Lite or Pro Qualifier in the medium light action also works well. A good drop shot rod is just fine for a Ned Rig.
Ned fishing is one technique where I don't think the action of power of the rod is really that critical to have exactly right. If you're fishing them right, your line won't be very tight at all anyway, so the action of the rod is really only matters for being able to cast them, and for fighting a fish. If you're using anything reasonable, it should be good.
I'd say a Med, I tend to like X fast
After that It's up to you on style?
