2005 Vmax changed water pump but not working

Hey guys I have a 2005 Vmax HPDI that I changed water pump and when I put back together it’s not putting out any water with the ears hooked to motor. I took out the filter to allow more water in but still noting. If I hook to hose input on other side it will push water out. Does it have to be submerged to work?
hate to have to drop lower again. I am not a great mechanic 🤣 so is the hose hookup just for flushing motor or can I run it with water hooked in there?

What should I do if I have to drop it down again?

I will usually use the muffs in the driveway on my ox66 and let it run for about 10 minutes till it builds up enough pressure then crank up the motor. I usually will put the boat motor in the lake at the ramp and run. It seems that on muffs it is harder to get the pressure or volume to run it and not overheat in driveway after 5 minutes.

Make sure the ears are spewing water before you start it. That's how you know you have enough water pressure.
