Unless each angler has to tag their fish before release (and that could only be done if the tag dissolved after a certain amount of time and did not hurt the fish in any way), there really is no way of knowing if that fish is one they caught before or not.

Cayuga tourney was the perfect storm for re-catching bedding bass. Perfect timing, perfect conditions with clear water and no wind, aggressive smallmouth, and rules which allowed an angler to catch the same fish every day. Apparently it was a grey area or judgement call whether an angler could re-catch the same fish the same day if he only actually sight fished for it once.
I think Spencer is a shady character. MLF better keep an eye on him. Could be the next Sprague!
