Here's what I do:
Remove the decals (wonder wheel, acetone and/or goo-be-gone), sand it down (multiple grits), prime (high build) it, sand, prime it again, sand, spray with multiple LIGHT coats of paint and some clear coat spray, new decals on and multiple coats of wax. You know that the next higher sand grit # only removes scratches of the lower #, right?
I just used Kyrlon gloss clearcoat and it shines! My brother used OEM Honda stuff and his silver OB turned a bad copper color ... Honda finally admitted they had bad batches of clear coat, LOL!
P.S. - Invest in a good UV-proof OB cowling sun cover ... after all that work you'll thank me!
