    I live not too far from Hazard, in Middlesboro,Ky, This has been a VERY WET year and the ground is saturated. Lots of runoff when it even showers at bit! It used to flood this town when they had a slight thunderstorm---until the Corps of Engineers built a floodwall ! Looks like they need to show up in Hazard !!!!!!
