Yes it should be for 100% Demand Linear. It needs to be done with a computer. It seems like it is fairly common when a hot foot is installed.

Based on historical rigging of the V8's and subsequent issues that arise when done incorrectly, I recommend:
    1. Visual verification of demand/demand linear settings. Mechanic hooks up the laptop and you operate the throttle/hot foot and he shows you 100%.
    2. The tilt range is also set with the laptop. Ensure it's set so you can install your toter but not crush your engine tube.
    3. Request that they provide the engine installation manual. Information in there you will want later.
    4. Get the prop box and PVS plug kit that comes in it. Should be a Fury 3 blade 23P? You'll need it to send it off and get it true pitched. The V8 must achieve 6200 rpms at WOT to realize maximum performance across all power bands and attain maximum fuel economy. Get a spare prop.
    5. While hooked up to the laptop, have them print off your engine history report from the G3 system.
    6. Have them walk you thru the service well wiring inclusive of the jump start switch (if installed). If you see more than 3 ring terminals attached to a single post that a no go per ABYC. Does the AGM cranking battery meet the minimum operational specification Don has posted?
    7. Has it been water tested by the dealer? If so what did they accomplish during the test? If not, you and the mechanic need to head to the water prior to acceptance.
    8. Operate all cable driven actuator. Live wells, remote drain plug. If they show any signs of resistance get them correctly adjusted and cable lubed.

Your not going to turn that 24 up to the required 6200 rpms.
