rust on a stainless steel revolver????

A friend brought this smith and wesson 686 over and asked what to use to clean it. I have never seen a stainless steel revolver rust like this one. He hasn't fired in over a year. I go shoot every other month but he has been too busy with work to come along. Anyway, any Ideas what to use to get the rust off. I've tried baking soda on a moistened steel wool and break free. I've removed quite a bit but have a long way to go. Any ideas on product or procedure to get it all off?
    Thanks!smith 357.jpg

Cerama Bryte offers a stainless polish that works well. I used it to salvage a mistreated King Cobra that now looks better than new.

When S&W bead blasted that area there was carbon in the material and that is causing this. I had this happen with a Springfield. Springfield completely refinished the pistol. I would call S&W they may do the same.
