1999 e40pl4ees running in rpm reduction mode

I recently changed out the impeller in the above boat engine. Put it back together, starts up, and is continually hunting at 3000 rpm. I believe it is stuck in that rpm reduction mode not safe mode. I have no alarms present and it is passing water better than ever. Was not sure if I have a linkage adjustment off or something else.
