Front Wheel on Tandem Axle Gets Very Hot over short distance. I noticed they are hard to turn also. Vault bearings. What could it be?

Probably leaking lube, and bearing is about to go. Hot hubs and hard to turn is not a good thing.

    Brakes calipers could be seized.

If it's getting notably hotter than the rest and is not a brake axle. Something is wrong. Could be several things.
I'd pull it and inspect or take it to someone.

Either to tight or bearings are toast.Non brake axle is an easy one to pull apart.

Jack up the tires and spin by hand, if they don't spin easily and smooth then you need new bearings. Then you should replace all of them with Timken Bearings, they will cost more but worth it!

Depends on the state laws, here it's mandatory. for all axles to have them.

I've heard there are a few and I've seen a couple of larger boats with brakes on both axles.

Have to know of there are brakes on that axle. Some have single axle brakes some have both.

Torsion axle trailers have the brakes on the front axle, so a lot do.
