The origional diaphragm was tight this one is sloppy. May need to get a new housing
I'm going to go out on a limb and say that it's likely the phillips screw that retains the poppet, spring, diaphragm and any washers together is not "tight".

Finally got around to checking it out. The Phillips screw was a tad loose. Thanks for the help. Tomorrow will be the real test.
