    Powerlift cmc jackplate

I got a powerlift cmc jackplate installed on my boat last year that needs cranked up a bit. Loosened the four outside bolts but can’t seem to get the top one to turn. Can I jack it up from the underneath bolt?

Is this a hydraulic PowerLift CMC JP or a manual CMC JP?

may be at upper height limit. would have to move outboard up 1 set holes then go back down. re measure prop to pad or it could be just seized. If get it undone best to put some antiseize on all threads
