1986 mercury 150 black max xr2 bogs down getting on plane

1986 Mercury black max xr2 s/n 0b129429, Motor bogs down while trying to get on plane, if you play with trimming it up motor will slowly climb rpm then all of a sudden tach out completely and will run fine.
Could it be a power pack ? Motor charges battery ok and it has a new stator, trigger,coils,plug wires,plugs,rebuilt fuel pump and carbs, installed new chris carson reeds.

could be , check for spark on all 6 cyls , make sure spark arm is moving fully contacting stops / rotating trigger

Are you sure you have the right prop on it? An over pitch or unvented prop can cause your symptoms.
