Try putting a piece of wood against the side of the tongue up by the hitch and hit it a few times with a sledge hammer, then same on the other side. Do this a few times. Then hit on the bottom of the pin. If you cant "Turn" the pin, get a long handle Crescent Wrench or Pipe Wrench and try moving it side to side. If you can't move the pin side to side, it won't move up and down either. You may have to hit it from various sides back and forth up and down until you get it to move. Then drive it up to remove it.

try putting some dielectric grease on it and let it sit for a day or two. I once had a pair of rusty needle nose pliers and it was stuck shut. after a day or two it was like new. Try it and see waht happens.

A product called Kroil. Apply it every few days for a couple of weeks.

Take a pin and a bottle jack and push it up from the bottom.
