Was the 14 tuner used with the powerhead?

Not sure. Why?
Anybody check to see if you're, in fact, achieving Wide Open Throttle?
That was simply a rotating assembly (powerhead)- so there would not have been any need or reason to change the exhaust tuner.
Start with the BASICS:
-Compression Test
-Spark Test
-Fuel Quality, Delivery, and Air/Fuel Pressure Tests
-Record fuel and air pressures at idle, under acceleration, and 5/10/15 seconds after shutdown
-Verify engine reaching WOT at linkage
-Test tensioner spring with INCH lbs torque wrench. Set at 70 lbs/in, it should click before reaching end of travel (if not, REPLACE SPRING AND BELT)
-Inspect Reeds
-Inspect exhaust tuner and powerhead gaskets (rough view with bore scope with gearcase removed)
