Right now it has solas Ruben Ns3 SS 13-1/4x 17 RH. Horrible rattle at idle forward and reverse. Top speed 28mph and max 4,000rpms. Any help would be appreciated.

I'd make sure the motor is running 100%. Are you trimming up all the way after yopu get on plane?
-
It starts to bounce when I try and trim up

Sounds like you could benefit from more blade area... More diameter, cup, extra blade, lower motor etc... Some or all of these. You cant go fast dragging the bow in the water, More speed will increase rpms.... Generally. You might try a Merc Spitfire 4 blade aluminum.

Should I keep the same pitch?
-

We would be guessing because you have not given any top end rpms now when trimmed up.
-
Okay I will have to try the spit fire. Seems like a lot of people have had good results with them. Thanks for your help.

They also offer a flo torq3 or 4 that should eliminate any rattle...

If switching from aluminum/Stainless steel do adjustment need to be made in pitch ?

There are no "rules of thumb" Most aluminum props don't have cup like SS and need more pitch to maintain similar rpms. The spitfire has cup like a SS prop. Adding a blade sometimes you need to drop 1inch of pitch to maintain similar rpms... We don't know enough about your current set up to recommend a pitch. I assume somewhere in the 15-17P, But I'm not sure. Are we sure that the tachometer is accurate?
-
Yes used vessel view mobile to monitor and compare to tach.

You may have a bad hub. At least it sounds like you do, but I'm not well versed in what sort of issues a bad hub can emanate as I have never personally experienced one while out on the water. I know enough on how to test it to see if it's bad, however.
Flo Torq hubs are the best way to go over the traditional pressed in rubber ones as they are modular and easy to swap out if they break. It wouldn't hurt to pull the prop off and examine the hub and is free to do. If you really want to test it without pulling it off I would put the engine in gear while it's off and attempt to spin it. If the prop is turning with relative ease and is not turning the shaft when it clicks as you turn to the right then you have a hub issue, you can also try turning it to the left and the prop should not move a lot if at all. If it does, you have an issue.
