through bolting the seat on a 2010 Puma?

My passenger seat is loose again after installing the fix sent by BCB a few years ago. I would like to through bolt the seat this time. My Puma is a 2010 model with the under the seat gas tank. There is an access hatch in the center under the carpeted step box which gives me access to the inner bolt. I would like to create additional access to the outer bolt by installing a similar hatch under the seat.
My question to BCB – are there any issues with the seat pan if I add a 4 inch hatch under the passenger seat? Obviously I will be careful not to drill into the fuel tank.
There appears to be enough space to add a fender washer and lock nut to hold the seat in place. Is there any reason I should not do this?

I have fixed mine twice. First time the pieces that went under the seat was not fiberglass. 2nd time it was actually pieces of fiberglass. No issues yet. Im not sure if you had the access hole you would have room to work . Its tight.
