Evinrude 40 no spark

I'm working on a 1995 40hp, E40ELEOD, and not getting any spark to the cylinders. When I Ohm out the stator I get nothing. The read was from A to B I get 840 ohms and C to D I get 410 ohms on the connector coming from the stator. The other wires coming from the stator i read 27.5 so according to the book the stator appears to be OK. if i hook the DMM and try to read voltage I only get 32V

What has been done to eliminate the stop circuit at the power pack?

I removed the stop circuit and still no spark. I ordered a DVA and did checks on the stator and it checked out good. It looks like its the power pack that is bad.
