Without having to get a custom rod built is there a XH flipping rod in the 6'6 foot range? No budget. Looking for a shorter rod to flip bushes with that has the backbone to do it. All recommendations are appreciated.

That's going to be a tough find if you rule out custom work.
If you decide to go custom, we can probably accommodate it.
There are some JDM options out there that might work for you. One of the more accessible options perhaps being the Megabass P5 Tachyon Shaft?

You could probably find one of those off the shelf in the 90's...I'd say go custom OR (and I'm not kidding here), get a 6'8"-6'10" MH (like a Croix Mojo), cut it at the first guide from the tip, put on a new tip and you'll be pretty close to where you want to be.

See if you can find a used G.Loomis MBR785c IMX. This rod was extremely popular in the '90s when rods were universally shorter. It was beast, very sensitive with incredible recovery rate.

little longer than 6'6" would be the Falcon "EC-7-1611" Bayou or the CC-7-1611 "Eye Crosser" it's a shortened version of the amistad. you may be looking for something heavier

Look on EBay. Back in the late 80’s-early 90’s, Shimano made a series of Fighting Rods, called Speedmasters and Magnumlights. I love those rods, still have probably 8-10 ranging from 5’6” to 7’6”.
Very underrated rods, IIRC the only reason they stopped making them is the factory burned down.
If you want a XH 6’6” rod, you’ll be looking for a 1654 or 1655.
This is always my recommendation. And the Bayou is rated up to 2 oz and CAN handle it. It's got a tinge more power than the Cara model.

Yes, they are. I have several I’m considering selling, looked on EBay at prices, was pretty shocked at some of the Buy It Now prices.
Anyone interested, I have one or two 5’6”, several 6’6” (1652 and 1653), and the 1753 Flipping rod I’d like to move to get some other equipment. Definitely all very nice rods.
Megabass Orochi XXX Destruction F7-7ft, lots of power in this rod and regular action is solid when paired with braid or heavy flouro. If you’re looking for a short flipping stick and okay with trying something new, I’d recommend this. If you wanna set up in price, it’s big brother the P5 Tequila Baccarac is the same in size and power. But it’s got better sensitivity, nice balance, and a good deal lighter. One is 279.99, the other is 499.99. Both will do what you’re looking for I think.

St Croix still offers the Avid in a 7' Heavy Fast AVC70HF.
I used to have the same rod in the Legend Elite; it's a stout stick.
As others have said 6'6" is not out there. You may also consider a 7' MHF, cut it off at the second guide and put on a new tip.
