what can be done with gel coat?

I'm looking at a older boat and the gel coat is in pretty bad shape. What can be done to make it look better? I don't think wet sanding is going to help, it's beyond that. I just want it to look better if I get it so help if you have suggestions.

Maybe think about maybe doing a wrap ,,, they do boats all the time now to save money on gel coat

I'm sorry I don't have pics. It feels very rough to the touch if that helps. I'm pretty sure if it was sanded it would get the flake. Any idea what would a wrap would cost for a 19' skeeter?

Might be surprised with someone can do with some color sanding, orbital, and the right products. Pics would tell a lot more.
