Yes, you can up to the last hole and then use the plate to adjust further. BTW,that’s a different kind of motor toter there.
You answered right just because you can don't. What are you trying to do with the boat. That's not a bass boat it's more a multi use fishing boat. That boat is going to run about 3.5 inches prop to pad so you need to know what you prop to pad measurement is now. I've never seen a Ranger of any kind run that high.
It is a 25" lower unit.

Not wanting to be the buzz kill here, but from experience multiple times, there's NOTHING you can do to ever make that 25" shaft run right. Jack it to the moon if you like, it's going to handle like garbage, regardless of props, setback, whatever you do. The best you can hope for is just mediocre.

You are not the first to say this. Please explain.
The number one reason I will be doing this is to re-install the jack plate to the boat. The incompetent marina that did the install used gobs of silicone and then did not squeeze it out when torquing the bolts. It leaks!
Because the jack plate is set to it's highest point, I can easily bring it back to where it is.

Your angles are all wrong. Easiest way to try to explain is your pivot point for trim angles will try to roll over instead of lift and your turning angle will promote a bow hooking dragon. I’ve rigged three 25” motors and regardless of everything I could throw at them the very best I could get was sketchy.
Either keep your expectations low or find a 20” motor, your choice.

Upon further review,I agree with Mr. Goff, you’re probably wasting your time. It’s never going to be good,maybe good enough.
If you'll go look at history you'll see at least five or six dudes trying to do exactly the same thing on several different hulls. The response has always been the same, there must be a way to make this right. You're clueless, I'll fix it so it runs, etc etc etc....
Not one ever succeeded, but you never know, maybe this is the first one to break the mold.
