What engine do you have? It’s very possible that there isn’t an inside filter.
I also have a 2001 520 vx with a Mercury. I don’t have a filter,as a general rule,Ranger doesn’t install factory filters.
Only filter that I know of would be added before the engine (Cannister type) water separator.
Check under the motor cowling.

Ranger only added the water separator on Yamaha equipped boats. All other fuel filters are on the engine.

On my 1999 518VX it is in the rear set back area, if you take the access cover off, inside the splash well area, you should see it on starboard side.
Hopefully it doesn't look like this one....

I have a 01 520VX with a Mercury 225 Optimax and my fuel filter (Canister Style) is located under the motor cowling.
