You bet it stinks in so many ways. Would hate to live near there.
It’s also difficult to breathe near the beach.
We encountered this in Destin a few years ago. In just a few minutes on the beach we were all coughing and had watery eyes from it. Had to leave Destin - went to Biloxi to finish out the vacation.

Parts of Clearlake are bad right now
We usually have warm water in Florida during the summer but the story also said nutrient rich and low salinity were factors. So without the natural filters we use to have like mangroves, swamp land and a slow flow of water out to the sea I don't see how this ever gets fixed. We are pretty much straight piping nutrient rich fresh water straight to the ocean.

Roll Tide!

We are PCB this week, no red tide, but dang the storms sure have pushed the floating sea weed (sargassum) in thick. No beach fishing until this clears up.
