Oil tank feed line on engine has nipple with no connection?

    0T932349
2004 Mercury 225 EFI two stroke
    Vengeance 48-16316 19P
    Unknown max RPM
    Don't have water pressure readings
    Analog gauges

I'm doing a service on my engine and also replaced the oil filter seen in picture. So I was curious about about a couple things. Why is the nipple have no tube connected to it and oil is not dripping out? Will I have to bleed the oil line since I had it apart to replace the filter?

    +1. Do not cap it.

You should run the bleed procedure to ensure engine reservoir is completely full, no air present - Bleeding air from the Engine Mounted Oil Tank
