When attempting to fill port side livewell, water comes out intermittently instead of continually. And it's not on timer. Any ideas?

If you have a cartridge-style pump you can pull it out, inspect it, and re-seat it. The impeller might be rubbing against the housing just a bit and binding intermittently. Fiddling with it can fix the problem. You could also have something in the pump that needs to be cleaned out. Or possibly, the pump needs to be replaced.
... or you have a timer you didn't know about lol.

yes, take the cartridge motor out and wire directly to battery see if it runs like it should. if it does you could have a problem with power feed. if it acts up wired direct to battery you know its the pump motor.
