1990 Mercury Black Max 175 - low on power after new plugs and new tilt/trim motor

    Serial # OC254346
No mods, running 24p Trophy (Quicksilver)
Max RPM at WOT is approx 5550
Water Pressure at WOT is reading 15-20
    Mercury Analog Instruments

2 weeks ago I replaced the tilt/trim motor, put in new spark plugs and a new impeller. Everything checked out good; power on all cylinders, good compression, etc.

Took the boat out for the first time earlier this week and the motor was noticeably low on power. Cranked right up and ran smooth, but took much longer to get on plane and WOT speed was about 10-12 mph slower than normal.

Checked all plug wires and confirmed choke was not stuck (motor bogged down twice while idling in gear).

    Any ideas?
