I'm not sure if the globe not staying full of fuel is normal or not, but if I had suspicion of fuel starvation before the clear globe filter I would go through the steps below.
First check would be clogged fuel tank vents, kinked fuel lines, and leaky line connections
Then check for quality of fuel by running off of separate fuel tank
Then onboard fuel filter/water separator
Then pump ball for good measure
Then fuel tank selector valve if applicable
Finally check for degraded hoses
While I was at it, I would change all fuel filters and check out my diaphragm pumps. Onboard separator, clear globe, VST, and cannister filters (assuming your '08 150 has the same filters as my '05 225).
