13.2 would be the float voltage for the good one. Page 18 has troubleshooting guide

I reviewed the section posted and did some old school diag lol I took a practically
brand new battery out of my other boat and hooked it up to that bank and next morning both the red and green lites were flashing so apparently the charger is toast
Is the fuse blown?
No I double checked ...... it charges on the initial charge then when it falls back to trickle or maintenance that’s when
