1988 procraft 1780 bass won't go on plane help

As the title says I'm having an issue going on plane as I can't get it there. 130 hp yahama 2 stroke..The carbs were rebuilt 2 years ago, I'm putting in new fuel lines, checked the acv as well. Im draining the gas tank and putting in brand new gas as well. The current prop is a 21 k . It has some slight Knicks in it so I don't know if I should get a new one or not... haven't tried to look at the hub either.. oh and fuel pump was changed 2 yr ago as well. Im just at a loss. I got this boat from my dad, engine has maybe 75 hrs on it over the 34 yrs. Any help I've redone cosmetics and then this happened.

A non-working tach could be a symptom of an electrical system problem which could affect performance.

I have a 1992 17 foot Astro 17scx with a 135hp Merc on it. I had a hard time getting on plane with a high five 21P prop. I'm now running a 4 blade 19p prop (stainless Steel) and that helped alot. If you can borrow a prop (17,18 or 19P) to try out that may help.
