1996 15hp Merc. Kicker Motor (''Only pees after t-stat opens"?)

Motor is new to me. It is virtually like brand new, less than 3 hours.
Running it in a bucket, water dribbled a little out of tell-tale. I felt the head with my hand & did not want to overheat it, so I shut it down.
Someone said "these motors only pee heavily after T-stat opens"?
I've never had an outboard in my 50 years, only pee after T-stat opens??
Will it "pee"harder only after T-stat opens? If that is how these motors work, I'll run it a little longer.
    Will also change impeller, regardless.
    TIA

Will get serial # if needed.
