Fished Friday. In back of Quantico there were hundreds if not thousands of dead hickory shad. Is this natural die off or the netters? If netters is this above board? If no do I notify VDGIF or another group?

Shad spawn is in full swing now. Not unusual. The mesh size used by the waterman allows small fish like shad to pass thru.
