prop questions

My buddy has a 1997 astro 1800, mercury 115 elpto 1997, the boat originally had a 150 on it. He is having problems getting out of the hole.
when the boat is carrying more than just him and the livewells full it struggles to plane out, and is slow to plane when the boat is at its lightest weight.
he is running a 22 pitch 3 blade prop. any suggestions on prop pitch. he is thinking about a 19 pitch 3 blade to get out of the hole and on plane.what would be the best pitch to get the boat up on plane quickly?
any help is appreciated.

In my opinion I don't think a prop will fix that. I think a 115hp is to small for it. Need to go back to a 150hp.

yea I know he is underpowerd but im thinking a different pitch prop and or a four blade prop may get him up on plane faster and easier, even if he looses top end speed.

I have a 21x 13 1/8 ,lazer2 that would most likely help
