Why do you have to be a registered voter to be eligible to be in the drawing? If getting as many people as they can is the reason for wanting people to get the vaccine then why have a stipulation such as that. Please don't turn this into a political post. I am simply pointing out that a non registered person is excluded.

Why would a child get those vaccines? Their risk level is so low it is pretty much pointless unless they have other underlying conditions.
