    Flat washers.

    Are they directional? Yes or no.

    Yes, they need to be perpendicular to the bolt/screw.

    I don't know, but one place I used to buy hardware from had slightly cupped flat washers. I installed them cup down for whatever reason.

    Standard flat washers are not directional. A cupped washer is used with the bolt pushing down against the cup to create tension.

    From working in a machine shop in the past , Yes , they go on a certain way. One side of the bolt hole will be smooth and the other will have an edge you can feel. That side goes down. Least that was what I was taught

    many are stamp cut leaving a burr around the rim on one side. I try to put that burr side down.

    So discounting marring any paint finish is there any engineering reason why the burr side should be down or up? Does the burr side help with clamping force or water-tightness.

    My answer is it depends on what the goal is and what material is being used. Example plastic vs metal, painted vs non-painted, etc...

    It's something you learn to feel for after years of experience assembling things. A good washer doesn't have an up or down side, the chamfer is equal.
    On a used nut, however, you can usually feel which side was in contact with the last assembly and maybe it's O C D, but that side goes "down".

    Some flat washers, are actually slightly curved. Called Belleville washers. And they need to be put hump side facing up

    No. I was being a wise-apple. From a mechanical design perspective, no, there is no difference if the washer is truly a flat washer. It's only there because most of them are stamped from a sheet. If a person is really want to stop marring from occurring, then the "burr" side should be facing the head of the fastener. Belleville washers are to be "hump" facing up so as to create a small amount of tension between the head and the locking device.

    Yes. The sharp edge down in almost all circumstances except when doing something with a Phoenix/triton dash with the Vinyl covered plastic then it is important to pout the rounded side down first
