Appomatox river. Small boat harbor to South Park ramp?

Father in law is having issues getting his jon boat off the trailer at the public ramp near South Park. Says the ramp is too short. I suggested he launch at the Small Boat harbor and use the cut-thru. He said the cut-thru is no longer passible and he would have to run down to pie alley and come back. Is the cut thru usable? Is there a better way?

Pie alley from small boat harbor or launch out of the boat ramp at Fort Clifton at high tide. Cut thru is filled in with rock.
