    Broken breakaway cable UFP hitch

So my breakaway cable got caught on my hitch and I broke it off. The local trailer place is out of cables but I want to get my trailer moving again for now.

How do you deactivate the brakes?

I read you should push up on the lever under the actuator and move some piston with a screwdriver. From what I can see it looks like the piston is in the right place and the lever moves freely up and down, it rests in the down position. I have no idea how it is suppose to rest. Any input is greatly appreciated.
