The way it was explained to me is that Phoenix does that for resale down the road. By matching the plate to the engine on the boat you will not be trying to sell your used boat that is underpowered.

Since they are the same hull... say you are someone that keeps their boats a long time, then if the outboard shot craps and you needed to repower why shouldn't you be able to repower a 819 with a 225 and not run afoul of the Coast Guard or your insurance company. How are you going to be able to do that if the plate says 200 hp?

Just repower it with the 200 and flash it.
