    Paddle type sensor on transom

I have a pitot speedometer tube on the transom and traced the hose to the speedometer gauge, I also have a paddle wheel type sensor with the wires cut and clearly its not connected to anything. Any thoughts why this would have been installed? I've seen this type of sending unit on a jet ski that was connected to the speedometer but in this application I'm unclear why it was installed, if anyone has any thoughts I appreciate the input. Thanks.

The old hummingbird unit I had on my old boat had this type of speedometer set up. Sounds like they cut the wires and left the wheel on to keep water out.

And you could calibrate the paddle wheels, and they were more accurate at the speed ranges they were calibrated for.
