I have a 721 with 250 Merc 4 stroke with two people loaded with tackle and rods half a tank of fuel live wells full running a bob's 12" hyd plate on 2, fury 24 I get 72 to 74, 6 to 6100 rpms with just me and basically same load in cool weather iv have seen 77 most of the time 75 to 76 and in hot weather less of course
Have your merc tech hook it up to make sure you're getting 100% throttle.
1 person and light gear should crack mid 70's with little effort unless the prop is an absolute dud

I can run mine higher but doesn't gain any speed I've tried a 24 tempest plus and it didn't run any better than the fury now I did keep a trophy plus 4 blade from my old boat and I'll have to say it made the boat handle better over all but didn't run as fast and rpms were not as good so went back to fury also I've got two 8 ft blades
Fury doesnt like to be ran high. with two loaded in the cool air should be mid 70's. like Wackyjig said, I would have the throttle checked.
