I have to continuously hit trim up down up down to run at proper RPM
So it is a 98 200 EFI... Rebuilt power head and I have completely replaced all of the fuel system. I also replaced both voltage regulators and control boards.... At 4 throttle it fluctuates down around 4000 RPM. But if I hit continuously the tramp up-and-down button it will raise to around 5000 where it should be..... Please I know someone has had this issue

if you tilt the engine up 1/2 way and leave it overnight, does it leak down?
Was a complete Sync-N-Link performed?
