Yeah I wish it was that simple Leon. It was not a on a charger.

+1. Or a connection that is not sufficient, whether terminal, lug, or something else.
I had my jackplate stop working after 16 years, everything measured good with a meter until power applied to raise or lower. Turned out to be the factory terminal end at the battery loosened over the years. I recrimped and everything OK.
+2... and really need DIRECT voltage readings at the battery.
One of the most common things I see is improper STACKING order of the lugs and terminals at the battery. Highest load (engine cables) must be FIRST, remaining loads "largest to smallest". Stainless locknut (or stainless nut) to secure it. Do not use wing-nuts.
