Trolling rod holders and navionics

Looking for advice on the best, easiest way to buy and install trolling rod holders on a triton tr21 2002. Would prefer not to drill holes. Do any holders attach to the cleats? Also would like to get navionics (lake topos) on my laptop but I've read that they only do mobile devices now. I installed on my phone and it seems to worl well but would much rather have on my laptop, where I can actually see it. Thanks.
