How would you restore this steering wheel?

I'm cleaning and restoring a 1992 Bass Tracker Pro 17. The steering wheel is pretty dull and weathered from sitting outside uncovered for several years. What would be the best way to clean it up and get it looking good again?

I'd actually run it through a cycle in the dishwasher without the drying time - then go from there.

Maybe you could find a Leather cover that fits it. I replaced the cover on my SUV with one and it really came out looking good !! it "laces" together around the inside.
