I have a ranger 461vs with a 175efi, no jackplate, prop to pad is 4 inches, 24 fury prop, runs 65 gps @ 5600, my question is would a jackplate give me any more speed?

Maybe 1 to 2 however your boat will handle like a totally different boat all those vs boats can benefit from a 6 inch plate.
I also have some chine walk, would it help tat as well?
It should help the chine walk but you won't gain much speed.
