Well.... It WOULD be strong enough.... LOL
There is a harness that hooks to each tie down and has a method to hook a tube tow rope. Look at amazon, airhead, overtons or the like for tube towing harness and tube tow rope for outboard motors.
I have one of these for my pontoon boat that has a pulley in the middle of the harness. It lets the kids get outside the wake. The harness with a solid connect point, no pulley, would be better for towing a boat. Tube tow ropes are thicker than ski ropes, so better suited for your needs.
As stated, take it easy and slow when towing another boat. Any wakes can put a strain on your pull points.

I end up towing a few every year. I get a ski rope and off we go.
A lot of people just end up towing with a regular old anchor rope. Works fine. I don't understand why you're trying to overthink this, unless you're starting a boat towing business.

Treat others like you want to be treated when on the water EVEN WHEN IN A TOURNAMENT! No fish is worth having a confrontation because you cut someone off or came in on top of someone.
I use a tube rope with clasps on each end.....
I carry a 100' anchor line for my anchor. That is what I use.
Last time I was lucky enough to get tow a boat back to a ramp I got them to the ramp and the guy was so helpful he pulled my boat into his peeling the center off the 5 on the back of my engine cover. Said he wanted to untie the line from the back of my boat for me. I thanked him for the damage and then asked him to untie his boat so I could have my anchor line back.
Every time I clean my boat I think of him!

Tow from the center of your boat if possible. Get everyone out of the towed boat into yours, boats don't have brakes so they have no reason to be there plus it will tow easier.

My neighbor called a couple of months ago saying he's about 6 miles down the lake with a dead engine. My boat is a 16' tin bass boat with a Merc 45 hp 2 stroke and his is an inboard ski boat. Ran the anchor line through both rear tie downs and tied it with a bowline to itself. Went to his dock @ 6 mph and just beat full dark.
