Can someone tell me what the PVC colored fitting with the plug is for?

That port is for flushing out the engine with a water hose. There’s been some Jerry rigging on yours,that black plug should screw into the port without the pvc piece.

Yes it sorta replaces using ear muffs.

If running in salt or brackish water yes. Advice given in these forums is to not run engine off flush port without water supplied to water pump. The flush port backflushes the cooling system so water pump is the last component, rather than first, to get receive water.

Btw, your engine is a 3L and covered in that forum, please include serial number as well (required when posting).
